Erosion and Sediment Control/Stormwater Management Program

Virginia Tech has maintained an Erosion and Sediment Control and Stormwater Management Program since 2009. The program ensures that all regulated Virginia Tech land disturbing activities comply with the applicable erosion and sediment control and stormwater management laws and regulations. 

Annual Standards and Specifications Training Videos

Virginia Tech's Site and Infrastructure Development put together a series of training videos geared towards specific audiences to educate about the annual standards and specifications dealing with erosion and sediment control and stormwater management.

Site Plan Review and Approval

This program requires site plan review and approval for projects meeting the land disturbing activity criteria set forth in the Virginia Erosion and Sediment Control Law and Regulations and the Virginia Stormwater Management Act.

The following are applicable standards for construction projects along with useful documents for site plan submittals:

Regulated Land Disturbance Projects

Any project anticipated to exceed 5,000 square feet of disturbed area on Virginia Tech property is required to submit a Land Disturbance Application Form to Site and Infrastructure Development. In addition to the application form, if the project is anticipated to exceed an acre of disturbed area, additional documentation shall be submitted to the Department of Environmental Quality for review and approval before any land disturbance may commence. Project and site-specific guidelines on all applicable laws and regulations can be found in the current version of the Virginia Tech Annual Standards and Specifications.

Stormwater Pollution Prevention Plan Guidance

The Stormwater Pollution Prevention Plan (SWPPP) is the cornerstone of the Construction General Permit and the Virginia Stormwater Management Program, and is required for all projects that disturb an acre or more. The plan includes pollution prevention measures for  during  and after construction. All SWPPPs must contain the following:

  1. Approved Erosion and Sediment Control Plan
  2. Approved Stormwater Management Plan
  3. Pollution Prevention Plan
  4. Plan specifying any additional control measures to meet the requirements of a total maximum daily load (TMDL)

Projects over an acre need a SWPPP and are required to use the Virginia Tech SWPPP template. This template contains all the required sections to adequately and successfully prepare the document for approval. It is required to be put together and available for review by Virginia Tech Site and Infrastructure Development staff at the pre-construction meeting.
